Question: Chirping noise

I recently have developed a chirping noise that seems to be coming from either under the car or the front right tire, it only happens when the car is in motion and seems to get louder when I release my foot off of my gas pedal and seems to fade away when I apply my foot back to the gas pedal. It is not affected at all when I apply my brakes but does get louder as I come to a stop/slowing down even if my foot is off the brake. It will not make the noise if the car is parked and at idle, and i can not hear it with the hood popped open so its not a belt or a pulley. I have taken it to many mechanics and they keep trying to tell me it is brake pads but i have changed them multiple times and after each time the noise is still there so it can not be brakes. could it be a U-joint or a wheel bearing? thanks for your answers.
